Terrorism 16 :

“The word terrorism emerged during the French revolution of the late 1700s to describe efforts by the revolutionary government to impose its will through widespread violence; the Academie Francaise soon defined terrorism as a ‘system or rule of terror.’” (Sauter and Carafano 2005, 64). “…terrorism usually includes most or all of the following central elements: (1) Conducted by subnational groups (2) Targeted at random noncombatant victims (3) Directed at one set of victims in part to create fear among a larger audience (4) Aimed at coercing governments or populations (5) Planned to get publicity (6) Motivated by political, ideological, or religious beliefs (7) Based on criminal actions (actions that would also violate the rules of war)”.
