Terrorism Early Warning (TEW) :

Fusion is a cyclical process that includes the following stages: (1) Management/Governance (2) Planning and Requirements (3) Development (4) Collection (5) Analysis (6) Dissemination, Tasking, and (7) Archiving (8) Re-evaluation (9) Modification of Requirements The TEW encompasses the above described fusion process and builds toward a common operating picture for a national network of sharing terrorist threat- and incidentrelated information and intelligence. The TEW, as reflected within this Resource Book, supports and implements the recommended standards, baseline processes, and road maps for enhanced law enforcement, public safety and homeland security information/intelligence sharing activities previously described in the fusion process, and that have been produced through the auspices of the U.S. Department of Justice (DOJ), Bureau of Justice Affairs (BJA), GLOBAL initiative. This includes the following documents: (1) The National Criminal Intelligence Sharing Plan (NCISP), updated as of June 2005. (2) Homeland Security Advisory Council (HSAC), Intelligence and Information Sharing Initiative, December 2004. (3) HSAC, Intelligence and Information Sharing Initiative: Homeland Security Intelligence and Information Fusion, April 28, 2005
