Threat Assessment 01, 1953 :
It is accepted that the Soviet Union is now capable of striking any target within the United States. It is assumed for planning purposes that such an attack, if it comes, will consist principally of nuclear weapons delivered by air, and detonated above ground during normal working hours. It is further assumed that high explosive and incendeiary bombs will also be used, that sabotage will be employed, and that biological and chemical weapons will be used. Psychological warfare techniques of all kinds also will be used to disrupt defense programs, impair production, create panic, and weakin our will to resist overt attacks.
