Time Span of Discretion (TSD) : (Human Resources) The time between starting and completing the longest task within a job, i.e. a measure that reflects the job level and responsibility of an individual within an organization. The longest span of time that employees spend working on a task on their own initiative, and probably unsupervised, especially in crisis situations, is a personal characteristic. The time span of discretion goes steadily up the higher in the organization hierarchy. An hourly worker may have a one-hour time span of discretion, a middle manager may have one year, and a chief executive of a large organization may have 20 years. Those employees constantly in need of advice may lack innovative or linker skills and not be fit for a higher level. An understanding of TSD may impact the choice of an incident commander and other leaders for a multi-organizational response in a disaster
