Tolerated Risk 1 :

A risk which is borne without people actively campaigning to reduce it. This may be because its tolerable, but it may also be because its true levels are unknown. It is possible that a risk which is at present tolerated would, given better information, be judged intolerable. See also: Risk Criteria and Tolerable Risk
