Unified Command (Uc) 03 : (1) An Incident Command System application used when more than one agency has incident jurisdiction or when incidents cross political jurisdictions. Agencies work together through the designated members of the UC, often the senior persons from agencies and/or disciplines participating in the UC, to establish a common set of objectives and strategies and a single Incident Action Plan. (NIMS 12/08). (2) A management structure under the Incident Command System (ICS) that brings together the lead authority of all major organizations involved in the incident, to coordinate an effective response while allowing each commander to carry out his/her own jurisdictional or discipline responsibilities. UC links the organizations responding to the incident at the leadership level, and it provides a forum for these entities to make consensus decisions. Under UC, the various jurisdictions and/or agencies and non-government responders may blend together throughout the organization to create an integrated response team. UC may be used whenever multiple jurisdictions or response agencies are involved in a response effort. UC may be established to overcome divisions from: Geographic boundaries; Government levels; Functional and/or statutory responsibilities; or Some combination of the above.
