Universal Task List 2 :

"The Universal Task List (UTL) defines what tasks need to be performed by Federal, State, local, and tribal jurisdictions and the private sector to prevent, protect against, respond to, and recover from events defined in the National Planning Scenarios. Version 2.1 identifies approximately 1,600 unique tasks. The UTL is the basis for defining the capabilities found in the Target Capabilities List (TCL) that are needed to perform the full range of tasks required to prevent, protect against, respond to, and recover from incidents of national significance. The fully developed UTL and TCL will provide officials at all levels with a framework for assessing their overall level of preparedness, while targeting resources to address their greatest needs".
