Ventilation, Limited : Ventilation (natural or artificial) which is sufficient to reasonably assure that significant quantities of vapor-air mixtures in concentrations above 25% of the lower flammable (explosive) limit (LEL) will not accumulate for significant periods of the time due to hydrocarbon emissions which are relatively small in size or short in duration.
