Vigilant Sentry :
Recognizing the threat and national impacts of a mass migration from the Caribbean to the U.S., DHS Secretary Tom Ridge established Homeland Security Task Force Southeast to bring the resources, skills and capabilities of all the involved agencies under one umbrella organization to develop the contingency response plan, Operation Vigilant Sentry. Once completed, this single plan would replace about a half-dozen independent plans in existence. This unification measure launched an intense and unprecedented planning process that involved people from throughout DHS and other impacted federal agencies, including the Departments of State, Defense and Justice.
