Vulnerability 083 : Characteristic of human behaviour, social, and physical environments, describing the degree of susceptibility (or resistance) to the impact of e.g. natural hazards. Vulnerability is determined by combining hazard awareness, condition of human settlements and infrastructure, public policy and administration, and organizational strength in disaster management.
