Vulnerability 124 : The potential loss in value of an element at risk from the occurrence and consequences of natural and technological hazards. The factors that influence vulnerability include: demographics, the age and resilience of the built environment, technology, social differentiation and diversity, regional and global economies, and political arrangements. Vulnerability is a result of flaws in planning, siting, design, and construction. Vulnerability is the degree of loss to a given element at risk, or set of such elements, resulting from the occurrence of a natural phenomenon of a given magnitude and expressed on a scale from 0 (=no damage) to 1 (=total loss). -UNDRO.
