Vulnerability 148 : Vulnerability is the degree of fragility of a (natural or socioeconomic) community or a (natural or socio-economic) system towards natural hazards. Vulnerability is determined by the typology of a natural hazard, the resulting risk and the potential to react to and/or to withstand it, i.e. its adaptability, adaptive capacity and/or coping capacity.
