Vulnerability 149 : Vulnerability is the insufficent ability of a society or community to fully protect itself against the negative impacts of external events, and to rapidly recover from their knock-on effects. The degree of vulnerability determines the degree of loss caused by the disaster. Vulnerability can be caused by politico-institutional, economic and/or sociocultural factors, and is reinforced by interwoven phenomena such as climate change, poverty and population growth
