Vulnerability assessments include risk/hazard information, but also detail the potential population at risk, the number of structures that might be impacted, or the lifelines, such as bridges or power lines (Platt 1995), that might be damaged. Vulnerability assessments describe the potential exposure of people and the built environment. The concept of vulnerability incorporates the notion of differential susceptibility and differential impacts. (Hill and Cutter, 2001, 16)
