Vulnerable Zone 2 :
The area, for non-radiological hazards, that may be subject to concentrations of an airborne, extremely hazardous substance (EHS) at levels that could cause irreversible acute health effects or death to human populations within the area following an accidental release. The distance at which a level of concern would be exceeded as a result of a release of the hazardous material under severe (conservative) dispersion conditions. The vulnerable zone is intended to be used by community emergency planners in evaluating the risk of, and planning for, response to hazardous material releases
