Wind-Chill Index :

(Meteor; Physiol) A number that indicates the severity of the effect produced by the combination of low temperature and wind on exposed skin. Note: At a temperature of 20°F, the effect of a 10-mph wind produces an effect subjectively, equal to 2°F on the skin; a 20-mph wind, -9°F; 30-mph, -18°F; and in a 40-mph wind exposed flesh will freeze (equal to -22 to -25°F). Wind speeds above 40 mph do not appreciably increase the wind-chill effect. The wind-chill factor is obtained by adding the Fahrenheit temperature to the wind-speed; e. g. -20°F temperature and 15 mphwind speed = wind-chill factor of 35
