Base Flood Elevation (Bfe) 15 : The water surface elevation resulting from a flood that has a 1 percent chance of equaling or exceeding that level in any given year. Elevation of the base flood in relation to a specified datum, such as the National Geodetic Vertical Datum or the North American Vertical Datum. The Base Flood Elevation is the basis of the insurance and floodplain management requirements of the National Flood Insurance Program
