Bellwin Scheme 6 : Discretionary scheme for providing Central Government financial assistance in exceptional circumstances to affected local authorities (e.g. councils, police authorities) in the event of an emergency. Note: The Bellwin Scheme does not apply in Northern Ireland. In Wales the equivalent scheme is the Emergency Financial Assistance Scheme.
