CAMEO 2 (Computer-Aided Management of Emergency Operations) :

"CAMEO" is a system of software applications used widely to plan for and respond to chemical emergencies. It is one of the tools developed by EPA's Chemical Emergency Preparedness and Prevention Office (CEPPO) and the National Oceanic and Atmospheric Administration Office of Response and Restoration (NOAA), to assist front-line chemical emergency planners and responders. They can use CAMEO to access, store, and evaluate information critical for developing emergency plans. In addition, CAMEO supports regulatory compliance by helping users meet the chemical inventory reporting requirements of the Emergency Planning and Community Right-to-Know Act (EPCRA, also known as SARA Title III). CAMEO also can be used with a separate software application called LandView to display EPA environmental databases and demographic/economic information to support analysis of environmental justice issues. The FSR notes, however, that "Unlike the vast majority of homeowners in states exposed to hurricanes who purchase coverage for this risk (and are typically required to do so by their lenders), no more than a third of California homeowners have purchased earthquake insurance. Currently, the take-up rate is less than 14 percent. Two reasons are generally given for this low rate of purchase: Californians generally don't believe they will suffer from significant earthquake damage while they own their homes, or if they do, that the loss will be small. In addition, the standard deductible under the CEA policy is 15 percent of the replacement cost of the structure, which for many homes is a large sum of money. Given the price even for this coverage (and the even higher premiums for a policy with a lower 10 percent deductible), most homeowners choose not to purchase the insurance"). (Ibid).
