Capability Assessment for Readiness (CAR) 2 : Capability Assessment for Readiness. The Federal Emergency Management Agency (FEMA) and the National Emergency Management Association (NEMA) are partners in an emergency management readiness and capability assessment system for State and local emergency managers. This effort is the Capability Assessment for Readiness (CAR), an initiative that strengthens the Emergency Management Performance Grant (EMPG) Program that provides Federal financial assistance to State and local governments. CAR also provides the assessment component of the EMPG process. Imbedded in CAR are ingredients from the National Fire Protection Association's NFPA1600 termed "Emergency Management Standards." Unlike many systems, CAR is designed to focus on the identification of deficiencies as a basis for corrective actions that need to be taken in order to strengthen local government emergency management programs. The assessment results assist a local government in establishing priorities and analyzing program performance to improve the quality of emergency management programs.
