Capability Elements 2 :
"capability elements define the resources needed to perform the critical tasks to the specified levels of performance, with the recognition that there is rarely a single combination of capability elements that must be used to achieve a capability". (DHS, TCL, 2007, p. 8) "The Capability Elements serve as a guide for identifying and prioritizing investments when working to establish a capability. Further, existing programs and activities represented as Capability Elements have been included for reference purposes only, and are subject to change in response to an evolving threat environment and competition for scarce resources".
