Catastrophe 27 :

"Unfortunately, one of the biggest shortcomings of the Stafford Act is that it only recognizes two levels of disasters - emergencies and major disasters. Emergencies are normally smaller, limited scale events. The second category - major disasters - is intended for larger events, but this can run the gamut from a blizzard in Buffalo to a major earthquake in California that impacts millions.
