Collaborative Emergency Management : "The public sector alone cannot bear the cost of emergency preparedness. The State's emergency management leader must leverage federal local, private sector and community resources to improve preparedness and outcomes. Specifically, the State must explore innovative market strategies to promote prevention and mitigation, preparation, response and recovery. And while emergency management currently is largely the domain for first responders, success will require new partnerships with community organizations, research institutions, the insurance and finance industries and others to expand strategies to support preparedness".
