Common Alerting Protocol (CAP) 2 : CAP is a simple but general format for exchanging all-hazard emergency alerts and public warnings over all kinds of networks. CAP allows a consistent warning message to be disseminated simultaneously over many different warning systems, thus increasing warning effectiveness while simplifying the warning task. CAP is an open, non-proprietary standard data interchange format that can be used to collect all types of hazard warnings and reports locally, regionally and nationally, for input into a wide range of information-management and warning dissemination systems. The CAP format defines a set of elements for an effective warning message in a consistent but flexible format that can be shared among automated systems at all levels. The OASIS standards organization developed the specification for a Common Alerting Protocol
