Communications 03 : "Modern society runs on nearly instant communication. When disaster strikes and normal communications fail, the government cannot respond to the emergency unless a survivable emergency communication network is in place and ready to function. At a minimum, reliable links among Federal, State, and local governments and key private responders are required along with the ability to quickly access, process, and use emergency information".
