Community Development Block Grant (CDBG), HUD : "HUD [US Department of Housing and Urban Development]?provides disaster recovery assistance through several programs. After the 2005 hurricanes, Congress appropriated $16.7 billion to the Community Development Block Grant (CDBG) program for disaster recovery. The CDBG program generally provides funding to metropolitan cities and urban counties that have been designated as entitlement communities and to states for distribution to other communities. Grant recipients must give maximum feasible priority to activities, including emergency-related activities, that (1) benefit low- and moderateincome families or aid in the prevention or elimination of slums or blight, or (2) meet urgent community development needs. However, HUD can waive regulatory and statutory program requirements to increase the flexibility of the CDBG funds for disaster recovery. These grants afford states and local governments a great deal of discretion to help them recover from presidentially declared disasters". (GAO, Natural Disasters: Public Policy?, Nov 2007, 16-17)
