Comprehensive Emergency Management 1 : "CEM refers to a state's responsibility and unique capability to manage all types of disasters by coordinating wide-ranging actions of numerous agencies. The 'comprehensive' aspect of CEM includes all four phases of disaster activity: mitigation, preparedness, response and recovery for all risks -- attack, man-made, and natural -- in a federal-state-local operating partnership".
