Comprehensive Emergency Management System : The framework for development, coordination, control, and direction of all emergency planning, preparedness, readiness assurance, response, and recovery actions. DOE sites/facilities, including DOE transportation activities, Operations/Field Offices, and DOE Headquarters offices shall develop and participate in an integrated and Comprehensive Emergency Management System to ensure that: (a) the Department can respond effectively and efficiently to Operational Emergencies and Energy Emergencies, and can provide Emergency Assistance so that appropriate response measures are taken to protect workers, the public, the environment, and the national security; (b) emergencies are promptly recognized and classified, and parameters associated with the emergency are monitored to detect changed or degraded conditions; (c) emergencies are reported and notifications are made; and (d) reentry activities are properly and safely accomplished, and recovery and post-emergency activities commence properly
