Consolidated Appeals Process (CAP) : The Consolidated Appeals Process (CAP) is a tool used by aid organisations to plan, coordinate, fund, implement and monitor their activities, in major sudden onset and/or complex emergencies that require a system wide humanitarian response. As a planning and programming tool, the CAP contributes significantly to developing a more thoughtful approach to humanitarian action. As a coordination mechanism, the CAP fosters closer cooperation between host governments, donors, and aid agencies such as NGOs, the Red Cross movement, IOM and UN agencies.
