(ICT) Used to describe a computer program which is supplied as an "empty shell", i.e. without content such as texts, images, audio recordings, or video recordings. The user (i.e. the teacher) is expected to provide the content, and the program then enables to content to be manipulated in various ways, for example to set up exercises and activities for different groups of learners.
