Continuity of Government (COG) 05 : (1) A coordinated effort within the Federal Government's executive branch to ensure that National Essential Functions continue to be performed during a catastrophic emergency (as defined in National Security Presidential Directive 51/Homeland Security Presidential Directive 20). (NIMS 12/08). (2) A coordinated effort within each branch of government (e.g., the Federal Government's executive branch) to ensure that National Essential Functions (NEFs) continue to be performed during a catastrophic emergency. Note that this term may also be applied to non-Federal governments. (FCD 1). (3) All measures that may be taken to ensure the continuity of essential functions of governments in the event of emergency conditions, including line-of-succession for key decision-makers.
