Continuity of Government, State and Local (1957) :
"During the latter part of fiscal year 1957, a program for the continuity of State and local government was developed with the advice and assistance of State and local officials and such organizations as the United States Civil Defense Council, National Association of State and Territorial Civil Defense Directors The purpose of the program is: (a) to preserve leadership and authority, (b) to preserve State and local government, and (c) to strengthen State and local government for emergency action".
