COTP 2 : Captain of the Port. An officer of the US Coast Guard. The COTP directs Coast Guard law enforcement within an area and enforces regulations for vessels, harbors, and waterfront facilities; anchorages; bridges; safety and security zones; and ports and waterways. The COTP controls the anchorage and movement of any vessel, foreign or domestic, in the territorial waters of the US for the safety and security of US Naval vessels. When designated, the COTP may serve as the Harbor Defense Commander (HDC)
