County Civil Defense Directors, Number (1961) : "On June 30, 1961, the number of counties having a civil defense director (full- or part-time), a plan published and State approved, an active training program, a staff appointed and on record with the State, and significant civil defense planning and organizational activity totaled 738 or 24 percent.
