Department for Energy and Climate Change DECC 3 : The Lead Government Department in the event of an emergency at a civil nuclear site in England or Wales. It is also the Lead Government Department for co-ordinating the response to an overseas nuclear emergency. Note: DECC chairs the Nuclear Emergency Planning Liaison Group (NEPLG) and takes the lead in the preparation of NEPLG Consolidated Guidance
