Department of Homeland Security, Buffer Zone Protection Program (BZPP) 4 : "Described as a surgical approach to protecting CI/KR, the goal of the BZPP is to provide funding for the purchase of equipment that will: (1) Devalue a target by making it less attractive or too costly to attack; (2) Deter an event from happening; (3) Detect an aggressor planning or committing an attack, or the presence of a hazardous device or weapon; and (4) Defend against attack by delaying or preventing an aggressor's movement toward the asset, or the use of weapons and explosives".
