Design-Basis Threat (DBT)

Design-Basis Threat (DBT) :

A profile of the type, composition, and capabilities of an adversary. The NRC and its licensees use the DBT as a basis for designing safeguards systems to protect against acts of radiological sabotage and to prevent the theft of special nuclear material. The DBT is described in detail in Title 10, Section 73.1(a), of the Code of Federal Regulations [10 CFR 73.1(a)]. Nuclear facility licensees are expected to demonstrate they can defend against the DBT. For further detail, See Protecting Our Nation
