Disaster Behavior :

"...one is amazed how well populations stand up to major disasters and then how petty and irritated they can become on the minor furstrations which accompany these disasters. Accordingly, one should not be surprised to find that no heroes are found deserving the gratitude of the people; and no widespread appreciation is felt for the devoted services of administrators.
