Disaster Declaration 6 : Under the Stafford Act a "disaster declaration" is made upon a state Governor's request, FEMA processing, and Presidential Declaration when an event is seen to overwhelm State and local governmental response capabilities. "The forms of public assistance typically flow either from a disaster declaration or an emergency declaration. A major disaster could result from a hurricane, earthquake, flood, tornado or major fire which the President determines warrants supplemental Federal aid. The event must be clearly more than State or local governments can handle alone. If declared, funding comes from the President's Disaster Relief Fund, which is managed by FEMA, and disaster aid programs of other participating Federal departments and agencies".
