Disaster Risk Reduction 5 : Action taken to reduce the risk of disasters and the adverse impacts of natural hazards, through systematic efforts to analyse and manage the causes of disasters, including through avoidance of hazards, reduced social and economic vulnerability to hazards, and improved preparedness for adverse events. Comment: A comprehensive approach to reduce the risks of disasters is set out in the United Nations-endorsed Hyogo Framework for Action. Its five priorities for action cover the following elements: (i) the necessary institutional basis for implementing disaster risk reduction, (ii) risk assessment and early warning, (iii) knowledge, innovation and education, (iv) reduction of the underlying risk factors, (v) preparedness for response. The International Strategy for Disaster Reduction system provides a vehicle for cooperation by Governments, organisations and civil society actors toward achieving the Hyogo Framework for Action's expected outcome, namely "The substantial reduction of disaster losses, in lives and the social, economic and environmental assets of communities and countries". Note that while the term "disaster reduction" is often used, the term "disaster risk reduction" provides a better recognition of the ongoing risk of adverse events and the ongoing potential to reduce these risks.
