Disaster/Emergency : "An event that causes, or threatens to cause, loss of life, human suffering, public and private property damage, and economic and social disruption. Disasters and emergencies require resources that are beyond the scope of local agencies in routine responses to day-to-day emergencies and accidents, and may be of such magnitude or unusual circumstances as to require response by several or all levels of government - Federal, State and local".
