Distribution Incident Cause Category : The contributing factor to a distribution incident as follows: Container Failure: A package or container does not perform its containment function under normal handling conditions and transportation stresses. Container Securement: A container is improperly closed. Handling: Packaged cargo is improperly loaded, unloaded, or handled during transport (e.g., the puncture of a package at a carrier's terminal, the dropping of a container during loading/unloading of a truck, or the dropping of an isotank during loading onto a ship). Load, Block, and Brace: A package is not properly loaded, blocked, or braced in a transportation unit. Transportation: An accident that occurs on a highway, railway, ship, barge, pipeline or aeroplane
