First Receiver 1 :
A health care worker that assists the victims of a CBRNE event (including contagious individuals) after a potential exposure, but prior to their admission to a hospital. Note: This assistance will usually be given at the first receiver's normal place of work (less often at the scene of the CBRNE event).
