Incident 62 : Definition: occurrence, caused by either human action or natural phenomena, that may cause harm and that may require action. Sample Usage: DHS plays a role in reducing the risk of a catastrophic incident in the United States. Annotation: (1) Homeland security incidents can include major disasters, emergencies, terrorist attacks, terrorist threats, wildland and urban fires, floods, hazardous materials spills, nuclear accidents, aircraft accidents, earthquakes, hurricanes, tornadoes, tropical storms, war-related disasters, public health and medical emergencies, law enforcement encounters and other occurrences requiring a mitigating response. (2) Harm can include human casualties, destruction of property, adverse economic impact, and/or damage to natural resources
