Incident Command Post (ICP) 02 : Under the National Incident Management System (NIMS), the ICP signifies the location of the on-scene incident management organization comprised of the Incident Commander (IC), other designated incident management officials and responders from local, state, tribal and federal agencies, as well as private and nongovernmental organizations. Typically, the ICP is located at or in the immediate vicinity of the incident site and is the locus for the conduct of direct, on-scene control of tactical operations. Incident planning is also conducted at the ICP; an incident communications center also would normally be established at this location. The ICP may be co-located with the incident base, if the communications requirements can be met. The ICP may serve as the local EOC in the context of smaller jurisdictions or less complex incident scenarios. at which the primary command functions are executed
