"ICS is a management system.... ICS is a incident management tool to assist in the management of incidents or events, not a skills course to teach individuals how to do a specific job, i.e., to operate a piece of equipment (a skills course) ... it teaches the skills essential to incident management. The objective of the ICS National Training Curriculum is not to solve your local political problems. However, adopting ICS may solve some political problems in the long run.
