Incident Commander 35 : An individual charged with directing emergency operations to mitigate a situation that presents the possibility of harm, injury and/or destruction. Individuals designated to assume the role of the incident commander may be the senior Emergency Response Team (ERT) member, the senior fire officer at the scene, or the senior law enforcement official at the scene depending on the incident
