Incident Commander 39 :
The incident commander will assume control of the incident scene beyond the first responder incident level, and must demonstrate competency in the Incident Command System. The incident commander is responsible for developing an effective organizational structure, allocating resources, making appropriate assignments, managing information, and continually attempting to mitigate the incident. The employer shall certify that the incident commander meets the requirements of 29 CFR 1910.120
