Incident Management System 4 : "The combination of facilities, equipment, personnel, procedures, and communications operating within a common organizational structure, designed to aid in the management of resources during incidents." (NFPA 1600, 2007, 8) "5.9.2 The incident management system shall describe specific organizational roles, titles, and responsibilities for each incident management function. 5.9.3 The entity shall establish applicable procedures and policies for coordinating response, continuity, and recovery activities with stakeholders directly involved in response, continuity, and recovery operations. 5.9.4 The entity shall establish applicable procedures and policies for coordinating response, continuity, and recovery activities with appropriate authorities and resources, including activation and deactivation of plans, while ensuring compliance with applicable statutes or regulations. Emergency operations/response shall be guided by an incident action plan or management by objectives". (NFPA 1600, 2007, p.10). "An incident management system is designed to enable effective and efficient domestic incident management by integrating a combination of facilities, equipment, personnel, procedures, and communications operating within a common organizational structure. It is normally structured to facilitate activities in five major functional areas: command, operations, planning, logistics, and finance and administration". (NFPA 1600, 2007, 17)
