Borderline Cases
Borderline Cases :
During the implementation of the Biocidal Products Directive, it emerged that there were many cases where it was not clear whether the substances under consideration were biocides or not. These borderline cases were discussed within an expert group of all Member States and the Commission. The cases have been collected in the Manual of Decisions and specific borderline documents available on the DG Environment website. In cases of uncertainty the Member States or the European Commission should be consulted. This will continue under Regulation 528/2012
